Dr. James P. Lee has been a pediatrician in Frederick County for over 25 years as a member of a group practice. He provides both acute and chronic medical care in addition to comprehensive well visits from birth through young adult. He is experienced in the diagnosis and treatment of all the common pediatric chronic health conditions such as asthma and diabetes and is also knowledgeable in the management of a wide variety of childhood behavioral/mental health conditions. Additionally, Dr. Lee has a special interest in sports related acute and chronic conditions, community pediatrics and childhood obesity.

Professionally, he is Board Certified in Pediatrics and is an active member of the American Academy of Pediatrics. He currently serves as an active member of Frederick’s Inter-Agency Early Childhood Committee (IECC), focusing on Kindergarten readiness and raising awareness of the impact of Adverse Childhood Experiences (ACES). An avid runner himself, Dr. Lee previously coached cross country and track & field at a local high school for several years. He is the father of two grown children and now grandfather of three. Dr. Lee has lived in Frederick County since 1986.

Sara Cowan, CPNP

Sara Cowan started her nursing career in pediatrics in 2015 as a registered nurse and now as a Certified Registered Nurse Practitioner. She received her B.A. in Biology from DePauw University and continued onto Johns Hopkins University School of Nursing where she received her BSN and MSN. Before joining Frederick County Pediatrics she worked at a pediatric practice in Montgomery county for 2 years.  Sara has always had a passion for pediatric healthcare and her special interests include adolescent and mental health.

Sara was born and raised in the northwest suburbs of Chicago and has lived in Maryland for the last 7 years. She and her husband recently married and now live in Mount Airy. In her free time she enjoys cycling, crocheting and enjoying the outdoors!

Brendan began his nursing career in 2014 after graduating with his BSN from Florida Gulf Coast University. In high school and throughout college, he dedicated time to helping the children in the community. During nursing school, he made impactful connections that reaffirmed that pediatrics is where his heart lies.

He moved to Orlando and worked in pediatric orthopedics and neurology and in 2015 he joined the pediatric emergency department and trauma center. After completing his graduate degree at the University of South Florida, Brendan moved to Frederick County to practice as a pediatric nurse practitioner. His passions include sports medicine, pediatric mental health and newborn education.

The move from Florida to Maryland has brought Brendan back to the family he married into in 2015.


Raised in Michigan, Brendan is not a stranger to the unpredictable weather. He is a huge Michigan State Spartans fan and enjoys watching the Ravens with his family. He enjoys hiking and seeing the outdoors with his family and their Goldendoodle, Remy.

Ginny Fulton, CPNP

Ginny Fulton has been a board-certified pediatric nurse practitioner since 1998 and is thrilled to return to Maryland after living in the Midwest for the past 14 years. Ginny earned a bachelor’s degree in nursing from Towson State University in 1994 and completed her master’s degree in 1998 from the University of Maryland, Baltimore. Ginny also has a master’s degree in informatics from Northwestern University.

Ginny’s entire career has focused on pediatrics and she has developed a passion for developmental and mental health in children and adolescents and has earned certification as a Primary Care Mental Health Specialist (PMHS) as well as a certified Cope2Thrive cognitive skills building instructor. She loves partnering with families to help promote physical and mental healthiness!

Ginny lives in Howard County and has two college-age children who attend rival universities. She loves nature, hiking, traveling, photography, and live music and she is super happy to be near the ocean and the mountains again!
